Germany especially, but anyone that can get into an early war can utilize this tactic. Can you expand on why you would wait for the reoccupation of the Rhineland? Is it just to manage the neutrality of the Allies? I think you ought to put a small section or bullet point in the BICE section talking about grinding traits. I haven't had it running for long enough to check if you're right. And it's basicaly all that I need for offensive wars. This is helpful! Thank you! Bomb before war starts.

Though I've been told starting in Black Ice is extremely overwhelming. Of course this is just my advice, I actually think this is very helpful for those who need to get into the game.
